We are excited to announce that the Ventura Police Community Foundation has partnered with the Ventura Police Department to build a Tactical Emergency Response Facility (TERF).

The purpose of this facility is to provide a safe and controlled environment for police officers to practice de-escalation and life-saving measures.​​

What is the Tactical Emergency Response Facility?

The Ventura Police Department's Tactical Emergency Response Facility is an advanced on-site training area dedicated to enhancing officer readiness through realistic, scenario-based exercises. Built to mirror real-world environments, the facility helps officers strengthen de-escalation techniques, critical thinking, teamwork, and decision-making under pressure, skills essential to protecting the public and resolving high-risk situations safely.

The facility features modular structures, stairwells, entryways, and multi-room layouts that simulate residential, commercial, and public spaces. This flexible design allows for dynamic training in a wide range of situations, including active shooter response, warrant service, building searches, crisis negotiations, and more. Officers will use the facility regularly to refine tactics, improve communication, and build confidence in unpredictable scenarios that closely reflect what they may encounter in the field.

This facility exists thanks to the leadership and investment of the Ventura Police Community Foundation (VPCF), a nonprofit partner committed to supporting community safety. Recognizing the value of advanced, hands-on training, the Foundation played a central role in funding and developing the space, ensuring officers have the tools needed to meet today's public safety demands.

By prioritizing preparedness and continued learning, the Tactical Emergency Response Facility supports the Ventura Police Department's mission to protect, serve, and problem-solve with professionalism and excellence.

How the Tactical Emergency Response Facility Will be Financed

The Tactical Emergency Response Facility (TERF) is being funded through charitable contributions made to the Ventura Police Community Foundation, a registered 501(c)(3) nonprofit organization.

Through generous sponsorships, in-kind donations, and community fundraising events ... including our upcoming TERF Benefit on Saturday, August 16, 2025 ... we are working to raise the critical funds needed to bring this high-priority initiative to life. Donations go directly toward equipping and constructing a facility that will enhance public safety, officer readiness, and emergency response capabilities for years to come.
